Желательность осуществления действия:
I do wish people would leave my things alone.
I wish I were a child and you would hold me in your arms.
I wish I had my mother with me.
I wish I could help you.
I wish I knew as much as you do.
I wish I had known it before. (Форма Past Perfect указывает на пожелание, относящееся к прошлому.)

Примечание. Форма were относится ко всем лицам, включая говорящее лицо. Она обычно выражает несбыточное пожелание. Форма would относится к другому лицу и может выражать пожелание, которое могло бы осуществиться.
Значение обязательности, необходимости, совета, просьбы и т. п.
В главном предложении употребляются:
1. такие глаголы , как suggest, recommend, advise, request, demand, ask, order, agree, settle desire и др.:
I suggest that the heavy luggage should be sent in advance.
Doctors generally recommend to us that we should keep regular hours.
It was settled that the whole party should drive over to see the new school-building;
2. существительные с теми же значениями:
It was my suggestion (wish, advice, order) that the heavy luggage should be sent in advance.
My suggestion is that the heavy luggage should be sent in advance;
3. прилагательные necessary, advisable, recommendable и др., выступающие в роли предикативного члена в
составном именном сказуемом при формальном подлежащем it :
It is absolutely necessary that children should be well disciplined.
It is advisable that spelling mistakes should be systematized.
Употребление Present Subjunctive
В официально-канцелярском стиле речи вместо глагола should обычно употребляется be или любой глагол в форме
Present Subjunctive.
Примеры:
